Starches are complex carbs, utilizing the common definition of a complex carb being 3 or more linked sugars. There's also more than one way to define these things, so I guess they could be using their own definition, but that doesn't seem to coincide with other organizations' definitions.

But looking at what they're referring to, I believe they're mostly just getting at is unrefined carbs high in vitamins and fiber and low in sugars. Lots tend to refer to these as being 'complex carbs' (probably should be referring to these as low-glycemic carbs, since I think that's the point its getting at anyways).
